Forum rights updated to allow posting in City Hall
Registered Users and Moderators were prevented from replying to posts within City Hall under the forum configuration. I've modified this to allow replies to posts from others. Sorry for the confusion this might have caused.
Please send me a PM if you still have any difficulty replying to any posts. Also, feel free to test it by replying to this message.
