I checked the uploadable modules I have for the Era tables:
Reign Of Terror (ok)
CoC 7e PC Refernce Pulp Of Cthulhu (ok)
Horror On the Orient Express - The Blood Red Fez (still broken)
Horror On the Orient Express - Sanguis Omnia Vincet (still broken)
Horror On the Orient Express - The Dark Crusader (still broken)

The character generator seems to open up now correctly with the skill set from the era chosen.

That's great to hear. So it seems the ruleset code isn't the culprit, just out dated modules. Thanks for the feedback and patience in getting this moving along. Let me know of any others that are causing issues.
