Use new ModifierManager to add modifier window presets and exclusion sets

ModifierManager.addKeyExclusionSets
What is the purpose of ModifierManager.addKeyExclusionSets?---

If you have 2 Modifiers that are mutually exclusive.
Clicking one will disable the other if it is checked.
