Haven given Paint.NET a quick try, I think it is a very neat and easy-to-use programme. Unfortunately it doesn't support layer masks (yet) and I can't find any drop-shadow functionality.

I'll take a peek at artweaver, thanks for the tip ZorxPotz!

If I'm not mistaken, most of the functionality you need for layer masks can still be accomplished quite easily in Paint.NET using layers, transparency, and blending modes.

And I know it has a drop-shadow plugin for sure. A 3D one if I'm not mistaken where you can decide the angle of the sun and stuff?
