Is there a way to add an activity to a PC directly from an ancestry, or only from a heritage?

There's no functionality within the Ancestry data to add an activity.

I'm planning on adding the ability to add an activity to the PC automation in the future, but right now it can't be done as there hasn't been any need for it in the official data that we've converted to use R19 activities.
