some scenarios have pre gen investigators are they also available in FGU or do i have to build them?

Typically if the adventure contained pre-gens those pre-gens will be in the Fantasy Grounds version. That is the case for anything I worked on at least.

That's up to whoever converted the scenario. For instance, they are not included for The Haunting and the instructions for the Keeper instead tell you to lead players through character creation.
