Problem Transferring Attack Fumble Info

I have created a GM Toolkit with all the various attacks (physical and spell) and I am seeing a peculiar behaviour. My toolkit entries have the proper fumble range, fumble table and fumble column loaded but, when I take one of those attacks and copy it to a NPC the fumble range copies over alright but the fumble table and fumble column doesn't.

Has anyone else seen this behaviour? I think this is a bug.

Any insight would be appreciated.
