Couple of quick questions

Is there an easy way to add new races, edges and hinderaces?

Is there an way to make it so player's can't access certain edges/hinderances/gear?

There are two ways to achieve this to my knowledge ...

1. create the things you want within the game ... nowadays you have to share the item for players to be able to see them

2. create an external module with all of your additions and load it into your game but do not load it for players (GM only).

If you mean taking a SMG in a fantasy setting, or Arcane Background (Magic) in a modern setting, no. There's no way to filter out things that don't match your setting. That's been requested here: Have a setting create a list of "legal" edges/Hindrances/Powers/etc., so you can vote on it.
