What's the difference between Cypher System and Numenera Rulesets
when I create a campaign?

The original Numenera ruleset was created by me when Numenera first came out, and was targeted to that system only. Another community developer generalized the ruleset to support generic Cypher System when that rulebook came out. There are currently 3 Cypher System rulesets: Cypher System (general version); Numenera; The Strange. The two specific rulesets are layered on the general Cypher System ruleset. If you are playing Numenera or The Strange, you probably want to use the specific ruleset for that system.

The Numenera ruleset overrides the GameSystem script from the Cypher System ruleset to change the name of the currency to 'shins'. That's the only difference.
