Targeted Effects Application and Tests/Rolls

I’m sure I’m missing some glowing, neon sign here, but is there a way to force rolls and apply effects through targeted application in Savage Worlds, like in the 5e ruleset?

For example, being able to force a Test and then apply Vulnerable/Distracted to a target that fails that Test.

Use the Fast Tests extension from the Forge.
