Effect tag for spell modifier
If you setup a damage or heal action, the dialog has options to use 'group atk' or 'base' to pull the value from the group. Is there a way to reference that when defining an effect?

You can use PC Tags with things like DMG, ATK or HEAL. PCTags are enclosed in square brackets, so ATK: [STR], DMG: [WIS] etc. More info here https://fantasygroundsunity.atlassia...Specific-Notes

What I'm asking is if there's a tag along the lines of [BASE] that pulls the value from the group settings.

Ah, no. But the damage in the actions tab for any weapon already includes the proficiency and strength or dexterity modifiers. What is it you are trying to achieve?

I can do what I want fine with the tags that exist just fine, a bard effect that grants the target a bonus equal to your cha is what made me think of this, eg: ATK: [CHA]
since dmg/heal actions have that I thought I might be overlooking something that lets me be lazy and not remember who uses what spell mod.
