Can a player create classes, ancestries and backgrounds?

Only GMs can create data records like that.

You can create them within your own campaign and then export them as a FG library module and ask your GM to allow you to use that module in their game. See the information on exporting a module in the Wiki User Guide here: https://fantasygroundsunity.atlassia...#Module-Export
