    I'm trying to design a campaign setting of my own. I want to give players 100% agency in the game world. I'm attempting to write out a shitload of content and then my plan is to drop the PCs down into the world and tell them they have free reign to do whatever they want. Essentially a holodeck of real life. You can go where ever you please and do whatever you want. No restrictions past existing in the world. Even though their will be factions and other npcs the players will have the ability to interact with I'm going for a campaign that is entirely player motivated, meaning its derived from your PC backstories and what motivates your characters on a personal level. The environment might get in the way of goals but the goals are still generated by the PCs and what motivates them.
