Modifying stat with an effect

I am trying to create an effect that reduces the player's charisma. I thought

effectname 1; CHA:-1

would do it, but I see no effect on their sheet.

Is this possible?

Effects don't change the character sheet values; but affect any rolls that are made which use the attribute.

Be careful; playing with the ability scores effect A LOT of different stuff across the board; for instance increasing ability score with an item makes the item an APEX level 17 automatically)!
So putting -1 on CHA makes this effect a very bad effect.

But without knowning the context it's hard to say.
