Common Modifiers in FGII
Any idea how I would re-create the common modifiers table in FGII?

Hmm, I think that could be implemented using a custom reference class in FGII (*idea dawns that this might be useful in the Foundation ruleset*) that exposes a string description and a number modifier. If it needs to be user-editable that would be a tad more challenging ... is that the case?
