Does anyone know if it's possible to trigger a GET or POST request, without opening a browser window.

I'm looking to update an external resource or endpoint but rather than re-implement socket communications use the shared FG system already in place.

No it is not. There is very limited access to the operating system from within Fantasy Grounds. See the API reference for what you can do from an extension. The scripting page (at the very bottom) describes which standard LUA libraries can be used, and the specific LUA functionality that is disabled within Fantasy Grounds.
