This game is loosely modeled on FASERIP or Marvel Superhero RPG.
Its a free game by Seraphim Guard.

You have no idea how long I've waited to have a nicely integrated MSH clone to use with Fantasy Grounds! Up to now, I've made do with generic character sheets and an image of the Universal Table MSH for reference. What you've put up here is EXACTLY what I needed, your work is much appreciated!

I dont know. Ive never played either game. The ruleset includes a reference manual with about 20 a4 pages of rules (about half of it is Power descriptions/tables). Someone with some more knowledge of MSH or FASERIP will need to comment.
