    I am pretty sure the answer is no, but still want to ask, someone might have figured a hack

    You could write some code in an extension using the Module package to control which modules could be opened with that extension active: https://www.fantasygrounds.com/refdoc/Module.xcp

    But, without the extension, there'd be no control over which modules could be opened.

    So I think the answer to your specific question is no.
