Can anyone tell me how to code this please? And where do I put it?

This bracelet regains 1d4 + 2 expended charges at dawn.

Assuming 5E, you can't.

You can set up the bracelet as an action/power with various effects, and you can give it a number of charges per long rest. But, you can't give it a random number of charges and you can't set it to recharge at dawn (only long rest).

As a DM, I let my player's items fully charge with each long rest (though only 1 long rest per 24 hours). But that is up to the DM to decide/houserule.
