DOE Locations and Organizations: best practices

I really like the idea of these plugins, and it will help a lot with my custom city campaign.

Can anyone suggest some "broad stroke" ways to implement this based on their experiences?
I am thinking i need to create Npc, Locations, populate Maps, then populate the extensions...but would love to hear how others do it.

I’m using it my current Waterdeep campaign.

So I created Waterdeep first, then the Wards, then buildings. I then linked maps and NPCs to everything.
