question; reference manual?
Does the ruleset for this contain a reference manual similar to other games (D&D, Pathfinder, etc)?

my guess is that the reference manual will be in the Story type setup - each section on a separate Story entry.
Reference Manuals hadnt been invented when this ruleset was coded.

The Hero's Handbook, which comes bundled with the Ruleset, that you can buy from the store (link below), does indeed come with a REFERENCE MANUAL (I just checked my copy).

Also have bought a lot of Savage World products as well (core / compendiums / Hellfrost)
Central Time Zone (living in the USA, although born on the eastern shores of Canada)
Currently Playing 5e D&D Campaigns — Tomb of Annihilation and Waterdeep: Dragon Heist
Have Played All D&D Editions except for 3/3.5/Pathfinder, and also Savage Worlds
