all the npc roll initiatives with this command /rollnpcinit but tall the initiatives is the same number on all of them

There is a setting in the Options menu that you can change. It would be under the Combat (GM) section. Change the Add: Auto NPC initiative from "Group" to "On". That will correct your issue.
