any type of 4E ruleset

hi... trying to either find a generic 4E ruleset but lacking that....how would i go ahead and build one for home use? i dont have a ddi subscription but i do have all the books.. so any help on this would be greatly appreciated until i can try to get the money up to start getting the 5E set for me and my godson... taught him on 4E n he loved it. so maybe on pc might be able to keep his attention.. thanxs in advance

A generic framework (i.e. ruleset) for 4E is included with the standard FG install.

If you are talking about about data packs for 4E, then those can't be shared due to copyright.

Unless you can get access to the DDI site and use the 4E parser, your best bet is to just enter the data as needed.
