NPC Initiative in 5e

I think I saw this somewhere else, but can't now find it. Initiative for NPCs is not adding Dex in 5e.

How do you know this? When I roll on the Combat Tracker for initiative it doesn't actually roll any dice in the dice table. All that happens is that the NPC init value comes up in the CT.

Someone else mentioned it, then I did a few rolls and a creature with a plus to dex had an initiative of 1.
