What does the TRGT tag actually do?
The TRGT tag is apparently to be used for powers where the effect is limited to specific creatures, such as "You are invisible to the target creature until the end of your next turn". However, I can't see any difference in an effect when the TRGT tag is added. Whether it's there or not, the effect's target must be manually applied or it will apply to all targets. What exactly does adding the TRGT tag do?

It's just a placeholder to remind you that the effect is supposed to be targeted. The GM can set the target in their combat tracker.
There's a feature on the wish list to allow players to manage effects that they applied. If you vote on that feature, make sure to add a note about targeting specifically.

It should be mentioned that you can currently do 3rd party targeting. In that case the target selected does matter and is different from just applying it to a character or monster. For a player, third party targeting involves selecting various creatures and then shift-dragging the targeted effect and dropping it on the appropriate creature(s). Depending on how the effect is written typically you will select everyone in the party and shift-drag and drop on a single monster or select all the monsters and do the drop on a PC.
