I downloaded the Nitro reader, and when I try to extract the images, I get a popup telling me that the security won't let me extract the images. Am I missing something, or has Paizo made a change?

Which version of Nitro Reader are you using? Which scenario PDF are you trying to extract images from?

Nitro Reader 3.5.6.5 and Scenario 5-01.
