RMC v2.1.20 - New Optional Rules Implemented

RMC v2.1.20 which was released today includes two new optional rules from Character Law.

• Optional Rule 11.1: Development Points based on Stat Bonus
• Optional Rule 11.2: Flat Development Points

They can be turned on in Options, Optional Rules (GM). 11.2 will take precedence over 11.1.

It was a bit tougher than expected because I tired to take into account the stat options in RM Companion 1 when that gets released but it should handle those options also.
