The weapon skills are not increasing from untrained while character levels. Created Ranger and the initial weapon skills did not increase to trained nor did they increase to expert at 5th level.

You need to set the proficiency level per weapon. On the actions tab, click the magnifying glass icon to the right of the weapon entry and then set the proficiency level on the window that appears for that weapon.
