Can I modify the character sheet/npc sheets?

I would like to be able to increase the 5 levels limits on skills/attributes on both players and npcs sheets, the players to 6 levels max and the npcs to 10 levels max, so I could easily create some OP NPC's, but the current sheets do not allow me to do that. It's a bit underwhelming to see a 14th generation player facing a 11th gen elder that is only a single point of strength stronger than him, it just feels wrong.

Unfortunately, the only workaround I found (after hours of searching and testing things out) was to export a NPC sheet, manually increase the attribute value, then importing it again, but the value won't be displayed visually, and it must be definitive, because you can't add or remove points without resetting it to 5.

I was thinking, is it possible to modify the VtM sheets so I could make the changes I need? I have a (limited) experience with .lua and .xml, but I don't know where to start from.

The ruleset is locked in the vault so you cant access it unless the ruleset devs share enough info to you.
