Tested in 5E & 3.5E, no extensions, no unpacked rulesets.
In the last two days something broke the edit mode in at least the action tab on the charsheet.
Pressing the edit button no longer shows the ordering nor the delete button.

Thanks for reporting. Just pushed a fix for that.
