Activities and Cooldowns

I am trying to setup an activity for the feat Kobold Breath. I would like the activity to automatically apply a "on cooldown" effect to the caster when activated, but I don't see how to do this; because the caster isn't a target, an effect with "self" targeting will never be applied when the gold star is clicked, regardless of how "apply on result state" is set.

Is there any way to automate this currently? My player keeps forgetting to click the cooldown button. XD

I'll make a change to a future release to allow SELF effects to be applied if the resultstate = ALL, even if the actor isn't targeted.
