Is there a way to add an effect that gives bonus for every action?

For instance if a maneuver or critical inspires everyone around is there a way to add this an effect? Thanks.

What type of bonus? There are a few effects that can be used with samples in the effects window.

Ok, so I guess if a result says "+10 to all actions" I need to put an effect for OB,MM,DB,RR etc? Can I do OB: 10;DB: 10;MM: 10;RR: 10 in one line?

Yes, you can do it all in one line. I just did some testing and it worked for me.
