I have been looking at the same problem, but haven't found any solution so far.
Part of the issue is that the ruleset was never approved to contain all the data by the publisher; though we've asked many times over the years since it has been out. So, since it didn't have the data, it didn't have all the pieces set up as well as other versions which had SRD or publisher approval.
I just pushed a new update to the 4E ruleset to add a Rituals section to the sidebar under the Character section.
There was already a "reference" version of the Ritual records from old parser code support; so I just exposed that.
Ritual records can be dropped to the PC on the Abilities tab under Special Abilities section.

Yeah, the older reference record was hard-locked. I've just pushed another update so that the Ritual record works the same as other records when unlocked.

If you’re Italian, maybe we’ll meet up someday and treat you to a pizza. Finally, can I ask you how you manage to do all these things? Is there a guide? I’d like to create some extensions—where do I start, and how do I go about it? Most of all, I’d like to make a graphic extension that recreates the old 4th edition style—do you know how to get started on that?
We are constantly evolving the base system to support more features or standardize interfaces/approaches. However, rulesets already built have to be updated to take advantage of the new pieces or standards. I have been trying to keep 4E mostly up to date with the changes, and it has inherited a lot of those standards/features.
There is an entire section of the wiki dedicated to Developer Guide; as well as many examples of extensions available on Forge and built-in that you can open and look at.
One of the challenges with theming and that we've tried to handle somewhat with the current themes is that in order for standardized layout/templates to work, all the themes must share similar gutter sizes (outer transparency edges) and similar frame sizes (not too offset and not too decorated). The old 4th edition styling was retired because it would have had to be redone to fit all the standardized templates. You can definitely use the existing themes provided to get an idea of the graphics you would need to replace.
Thanks for the offer of pizza; always great in Italy, especially the traditional wood-fired kind. Been to Italy a couple times; but on west coast US now.
